The bottom one is character Mouth, no disagreement. What is the top-right? Dictionary of Pictography explains it as a Scepter, a person who holds a scepter to make orders is managing or executing a project, or guiding an army in battle field. But some people believe that it is a tree, big tree, which ancient people thought big tree can get the sky, or god, so order could be considered from the god.

I disagree both explanation. I think the part of the top-right is a Person (Post 37)
